National Commission for Scheduled Castes (NCSC):
Indian Constitutional Body under Ministry of Social Justice and Empowerment
Established under Article 338 of Indian Constitution
Aim:
Safeguards against exploitation, promote interests of Scheduled Castes
History:
- First established in August 1978
- Replaced by National Commission for Scheduled Castes post-2003 amendment
Duties:
- Investigate, monitor safeguards for Scheduled Castes
- Inquire into complaints of rights deprivation
- Advise on socio-economic development planning
- Annual reports to President on safeguard working
- Make recommendations for effective implementation of safeguards
- President may assign additional functions within legal framework
- President to present reports to Parliament with action taken on recommendations
Powers of the Commission:
- Commission empowered with civil court-like powers during investigations
- Commission can regulate its own procedure
- Mandatory consultation with Commission on major policy matters affecting Scheduled Castes
Structure:
- Chairperson, Vice-Chairperson, and three Members appointed by President
- Conditions of service and tenure determined by President
