Job Description

The Community Services Department is seeking an energetic person to be responsible  for technical, managerial, and administrative work associated with the assignment, prioritization, and oversight of assigned work crews engaged in the full range of construction and maintenance activities associated with the municipal water treatment & distribution systems, sewer collection systems, and related public works projects.

This is a full-time, 40 hour per week, Exempt position.  $1742.80 to $2525.20 per week.  Position is open until filled.

DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
  1. Supervises, plans, coordinates and assigns all Wells and Utilities activities with supervisors and subordinates. 
  2. Responsible for the proper maintenance and operations of City water and sewer systems to comply with all state and federal regulations.
  3. In support of proper maintenance and operations, develops work plans, SOP’s, and tracks work orders to ensure systems are properly functioning, reliable and efficient.
  4. Regularly reviews Supervisory Control & Data Acquisition (SCADA) System to ensure proper operation and to investigate any concerning operational trends.
  5. Supports Engineering Division by identifying utility project needs and corresponding budget impacts based on regular infrastructure condition assessments.
  6. Develops and oversees plans to ensure compliance with all applicable Safe Drinking Water Act and Clean Water Act regulations.  Files timely reports, as necessary.
  7. Makes frequent contact with the general public and takes lead in addressing any drinking water or sewer collection concerns or complaints.  Also has frequent contact with other utilities and private contractors.
  8. Reviews and inspects private and public utility work construction for conformance to specifications.
  9. Discusses and reviews present and future plans with administrative superior(s).
  10. Assists in the preparation of the budget.
  11. Evaluates and disciplines subordinates as required.
  12. Strives to keep employees customer service oriented.
  13. Instructs assigned personnel in proper working methods and assures that all safe work procedures and protective measures associated with assigned work are taken.
  14. Maintains availability when requested and/or necessary to meet emergency situations including but not necessarily limited to water main breaks, sewer backups, and snow removal operations.
  15. Establishes and maintains effective working relationships with employees, other departments and agencies, and the general public.
  16. Maintains familiarity with and executes safe work procedures associated with assigned work.
  17. Performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS : Progressively responsible experience in water/sewer operations, general public works operations, and/or civil engineering, which includes a minimum of 5 years in a supervisory capacity.  Considerable knowledge of materials, methods and techniques employed in the construction, maintenance and repair of the distribution and treatment facilities of a municipal water system, municipal sewer collection system and general pumping/hydraulic projects.  Also requires considerable knowledge of the theory and practice of modern water treatment and of machines, equipment and materials used in water treatment operations; knowledge of sewer collection and pumping operations, including on pump stations, grit removal, and odor-control.  Requires considerable knowledge of administrative, managerial practices and procedures.  Possesses ability to plan, organize, prioritize, delegate, supervise and inspect work of subordinates; to communicate clearly and concisely; to maintain harmonious working relationships with subordinates and the general public; and to maintain and prepare reports. 

EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS : Graduation from a college/university with a Bachelor's degree in Civil or Environmental Engineering or a closely-related field, including coursework in civil engineering plus at least ten years progressively responsible experience, including five years in a supervisory capacity; OR licensure as NH Grade III Water Treatment and Distribution Licenses and NH Sewer Collection System Grade III Certification; OR any equivalent combination of education and experience which demonstrates possession of required knowledge, skills and abilities. Must maintain valid driver’s license, but preference is given for valid CDL-B with air brake endorsement.
